Min was born in Seoul, South Korea but was raised in Los Angeles, California.  He attended Brown University in Providence, Rhode Island where he majored in Economics.  He then attended Duke University School of Law in Durham, North Carolina and completed a joint degree program, obtaining a J.D. and LL.M. in international and comparative law.  After his first year of law school, Min studied at Yonsei University Korean Language Institute in Seoul for 9 months and completed the language course there.  Upon graduation from law school, he moved back to Southern California, passed the California State Bar Exam and practiced law for 7 years in Irvine and Los Angeles.

In 2004, Min joined the State Department as a Foreign Service Officer and received his first assignment to Port of Spain, Trinidad and Tobago.  Min spent two years working in the Consular Section.  He arrived in Seoul in August of 2006 for his second assignment and spent four months at the Embassy Foreign Service Institute and then worked in the Consular Section until August of 2007.  He transferred to the Economic Section in September 2007 and now works on such issues as the U.S.-Korea Free Trade Agreement and the Six Party Talks.
